As a high-stakes investor a decade ago, Ross specialized in turning around troubled manufacturing companies at a time when the US economy was losing more than 100,000 jobs yearly due to global trade. Democrats, without the votes to stop any Trump nominees from confirmation without GOP help, have sought to delay the approval of some of Trump's most contentious picks.

The Trump administration has lamented the pace in which the Senate has approved Trump's Cabinet. But the Senate voted 72-27 to confirm him anyway.

In a hard opening month for President Trump, cabinet nominees including treasury secretary Steven Mnuchin and education secretary Betsy De Vos faced rigorous scrutiny from Congress before being narrowly confirmed.

Trump has designated Ross to lead the renegotiation of the North American Free Trade Agreement with Mexico and Canada, a job that in past administrations would have been left to the U.S. Trade Representative's office.

At his confirmation hearing, Ross downplayed chances of a trade war with China, while calling it the "most protectionist" large economy.

Trump to Dismantle Clean Water Protections
Later Tuesday, Trump was expected to sign another executive order created to assist historically black colleges and universities. Scott Pruitt, Trump's EPA head, sued that agency when he was Oklahoma's attorney general in order to block to Clean Water rule .

Supporters say Ross saved thousands of U.S.jobs by rescuing firms from failure. During the hearing, he said International Automotive Components had "no choice" but to move some jobs to Mexico at the request of a major customer.

Ross said all free trade agreements should be systematically re-opened every few years to make sure they are working in the best interests of the U.S.

During Ross's confirmation hearing on January 18, Republican and Democratic senators alike appeared impressed by his business experience and knowledge of the issues. Ross pledged in a letter to Democrat Senator Bill Nelson not to censor or intimidate scientists who work at NOAA, the agency housed within the Commerce Department that controls the National Weather Service and conducts research. A renegotiation of NAFTA is expected to be Ross' top priority when he takes over the job, the New York Times reported.

While Ross will step down from the private equity firm he founded in 1997, he plans to remain a passive investor in nine investment vehicles related to shipping, mortgage lending and real estate financing.
