"The sole reason for this litigation is ... the minister's failure to keep its promise to the people of South Africa", Justice Johan Froneman said on behalf of the court.

The court ruling is another blow to President Jacob Zuma and one of his closest cabinet allies, at a time when they are manoeuvring to install their favoured candidate as Mr. Zuma's successor.

He was speaking after the Constitutional Court (ConCourt) ruled on Friday that Cash Paymaster Services (CPS) can continue paying social grants to millions of eligible beneficiaries for another 12 months, settling a dispute that had rattled the country.

But the president said the court has now given clear instructions on the extension of the grants distribution and the parameters within which government must operate.

"Jacob Zuma was found by the Constitutional Court to have violated his oath of office, and thereby undermining the Constitution in that he failed to uphold and protect it", spokesperson Mbuyiseni Ndlozi said in November.

"Beyond the important directive from the Constitutional Court‚ the IMC will also focus on comprehensive social security reforms with a view to addressing the gaps and weaknesses identified and ensuring the provision of a comprehensive social security for all". It means that someone with an understanding of good governance will be watching her and the South African Social Security Agency like hawks.

Zuma will field questions on Social Development Minister Bathabile Dlamini and former Eskom chief executive Brian Molefe in his first question-and-answer session in Parliament this year.

The opposition also slammed Dlamini and the head of state which the leader of the Democratic Alliance (DA) Mmusi Maimane, said was due to "the corruption and incompetence" of Zuma's government.

A contract between the SASSA and CPS for the grant distribution had been declared illegal by the ConCourt years ago.

Inkatha Freedom Party member of Parliament Liesl van der Merwe will ask Zuma if he planned to take disciplinary action against Dlamini for "allegedly leading her department into a national grant pay-out crisis".

In this regard, I particularly welcome the requirement of the Constitutional Court that she report to it every three months.

Segalwe says, "She was going to focus on the apparent undue delays on the part of Sassa and Social Development to implement the decision of the Constitutional Court".
