"If we count these three deaths, the number of the dead rises to 23", the state-run Anadolu news agency quoted him as saying.

According to local authorities, Turkish tourists were traveling by bus.

Footage from local television showed the yellow bus turned on its side with ambulances around it, and bodies of people lying nearby.

The bus plowed through a crash barrier, falling 15 meters (about 50 feet) onto a lower road, where it smashed into a vehicle carrying three occupants.

The accident took place in the famous and daunting Sakar Pass. Break failure is likely to be cause of the accident, Mugla's deputy governor Kamil Koten said.

But the mayor of Marmaris, Ali Acar, told Turkish newspaper Hurriyet: "I think that the accident was a result of driver error".

Most of the victims are believed to be women and children who were travelling to Marmaris for a mother's day event on Sunday (14 May).

"The Ukrainian Consul is checking whether there are citizens of Ukraine among the injured in the road accident in Turkey", the Foreign Ministry's consular service department said on its Twitter page on Saturday.
