Clarke's thesis, "Making US security and privacy rights compatible", appears to have been removed from the Naval Postgraduate School's website, but is still available via online databases.

Clarke has dismissed the story on Twitter saying that CNN's "MO" - method of operation - is to "accuse plagiarism".

Clarke told conservative radio host Vicki McKenna during an interview: "I'm both honored and humbled to be appointed to this position by Secretary Kelly, working for the Trump administration".

In an email sent to the Milwaukee Journal Sentinel, Clarke said: "Only someone with a political agenda would say this is plagiarism".

That goes against plagiarism guidelines at the Naval Postgraduate School in Monterey, CA, where he earned his degree in security studies. Rand Paul and Monica Crowley.

A Sheriff's Department spokeswoman, Fran McLaughlin, told the newspaper that Clarke followed the school's system for writing papers and that the CNN report was biased.

In 2013, Kaczynski, then at Buzzfeed, reported that Rand Paul, a U.S. senator from Kentucky and a contender for the Republican presidential nomination, had plagiarised portions of books, articles and speeches. The Washington Examiner reported that Clarke stated in a tweet, before CNN's report even came out, that the author of the report, Andrew Kaczynski, was a "hack".

Clarke campaigned for Trump during the 2016 election and has been one of his most prominent supporters since the election. Clarke has also faced criticism for his management of a Milwaukee County Jail, where local prosecutors say an inmate died of dehydration after going a week without water.

Clarke is known for his alignment with Pr*sident Donald Trump, tough talk, disgust with dissent, and over-the-top characterizations of people he disagrees with, including Black Lives Matter and anyone to the left of Genghis Khan.

Clarke announced on Wednesday he would be joining the Department of Homeland Security.

"Four deaths in a jail, yeah, OK, there were four deaths in a jail, not connected in any way", he said. A spokesperson for DHS later said Thursday that no announcement had been made regarding Clarke's appointment. Seven workers at the county jail he oversees are at the center of a criminal investigation into the dehydration death previous year of an inmate who prosecutors say was deprived of water as punishment.
