The Libyan-origin suicide bomber, who carried out the terror attack in Manchester city killing 22 people, did not act alone, police said, indicating that more arrests are likely.

'A-19-year-old man was arrested at Liverpool John Lennon Airport on Friday 7 July 2017.

Investigators said on Thursday that although Abedi was not part of a terrorist network there were others who knew he was planning to detonate a substantial nail bomb at the Manchester Arena concert.

Chief Superintendent Russ Jackson said he believed others were either "aware or complicit" in the horrific attack, saying cops were still piecing together details about the bomber's background and beliefs.

Hashem was arrested in Libya shortly after the attack on 22 May, along with his and Salman's father, Ramadan.

He continued: "We do believe that there are other people potentially involved in this".

"We don't have evidence of a large network", Jackson told reporters at an update on the investigation.

Officers are said to now be "engaged" with authorities in Libya where Salman's brother, Hashem, is being held. It is understood the man arrested is not Abedi's brother.

And Mr Jackson did not rule out further arrests.

While authorities still believe that "more arrests are possible", in the wake of the attack that killed 22 people, they're learning more about Abedi's life.

Mr Jackson said Salman Abedi travelled to Libya a number of times and they were investigating how he obtained the skills to make a bomb.
