So to get through, the bill would need a dozen Democrats, out of 49.

It costs more to shut down the government than to keep it running.

After the vote's passage, Ryan called out Senate Minority Leader Chuck Schumer ahead of the Senate vote.

"I think we should go home, we've done our job", said Representative Chris Collins, a Republican from NY.

Asked about Meadows' saying he's a no and others in the Freedom Caucus planning to oppose the bill, McCarthy tweaked his GOP colleagues, saying "they want a shutdown?"

Polling suggests Republicans and Trump will catch the lion's share of the blame. Now Democrats are needed if it is to pass in the Senate - but they want illegal immigration and weak borders.

Polls taken after the shutdowns in 1995 and 2013 showed that the presidents won these political battles.

Democrats didn't go into a shutdown posture to come away empty-handed and want at least new negotiations on the leadership level before they even consider any off-ramp.

"Is it possible this could bite some Republicans?".

"So I really think the pressure is on the president", he added.
